Dr. Ralph Pacheco


Ralph Pacheco is celebrating his 30th year (2012) in Government Relations & Public Affairs. He is an Elected Official serving in his 6th (4 year) term as a Governing Board Member of the Whittier Union High School District, and 4 years as a Governing Board Member of the Rio Hondo Community College District (1987-1991).

Ralph started as an intern with the City of Norwalk after attending the CORO Foundation Public Affairs program in Los Angeles, CA.

Ralph was appointed as a City Commissioner in Norwalk in 1982 and served as Vice Chair & Chair of the City's Community Promotion Commission. In 1986 he was then appointed to the Norwalk Blue Ribbon Project Implementation Commission, and served as the Chair of the Commission (20 Member Commission) to address critical issues the City faced in the 1980's. Ralph during his Chairmanship of the Blue Ribbon Commission also served as Chairman of the Norwalk Project Area Committee (#2) (PAC) for Redevelopment when the Commission was assigned the task of studying the feasibility of bringing the "Blue Line" into Norwalk that presently runs down the 105 Freeway ending in Norwalk as the East end of the line.

The Blue Ribbon Commission was instrumental in recommending the guidelines for; Early Gang Intervention programs for the City which have become a model for other cities to replicate; further development of the Norwalk Metro Transit System; establishing Synchronized Signaling for controlling traffic flow and congestion through Norwalk and neighboring communities; and advocating for (newly created) Community Development Block Grant (CDBG) funds to be used to replace Federal Revenue Sharing dollars to fund local Community Based Organizations social service programs serving Norwalk through grant allocations from this funding source.

During his tenure with the City of Norwalk, Ralph represented the city as a Government Relations & Policy Advisor to the: Norwalk Chamber of Commerce, Los Angeles County Department of Public Social Services (DPSS); California Employment Development Department (EDD); Los Angeles County Sheriff's Department, Los Angeles County Youth Gang Services, Friends of the Norwalk Library (Los Angeles County).

Ralph was retained as Lead Consultant (by the City of Cudahy) to develop the Hub Cities Job Training Consortium between six contiguous cities (Huntington Park, Cudahy, South Gate, Lynwood, Bell, and Maywood). He wrote the JPA (Joint Powers Agreement) for the creation of the Consortium, and lead the Government Relations & Advocacy efforts in Sacramento to establish the Consortium and to obtain funding for the JPA... The California State Job Training Partnership Board allocated $3.1 million to the Hub Cities Consortium in its first year of operation. Ralph assisted in the start up of the Agency and continued his service to the Agency as their Government Relations & Public Affairs Consultant.

In 1987, Ralph was appointed as a Public Policy Advisor to the California Department of Education (CDE) by State Superintendent of Public Instruction Dr. Bill Honig (approved by the State Board of Education), He served in this position in Sacramento, CA from 1987 - 1989.

Dr. Pacheco served as Chairman of the Los Angeles County Law Enforcement Community Task Force appointed jointly by L.A. County Supervisors Don Knabe (4th District) and Gloria Molina (1st District).

Dr. Pacheco was a co-founder of the Whittier County Community Coordinating Council (1987-WCCCC and is a past president of this 501c3 Public Advocacy group serving the Unincorporated areas of Whittier (pop. 105,000). The organization has received numerous commendations from the County of Los Angeles for their work with the County in Community Development and Government Relations / Public Affairs.  The WCCCC during the past 25 years has served as a catalyst for attracting over $60 million in community development projects in the community; $33 million HUD Housing Project, $6 million Youth Center, $5 million Community Resource Center, and numerous Infrastructure projects; $5.5 million Shuttle Bus Transit System, Street Signals, Stop Signs, Street Medians, Park Programs, Special Holiday Events. Dr. Pacheco represents the WCCCC as their Government Relations & Public Affairs Consultant.

Ralph has worked as a Government Relations & Public Policy Consultant to former CA Senate Caucus Chair Senator Paul Carpenter (D-Lakewood), Senate Education Committee Member Senator Cecil Green (D-Norwalk),  state Assembly Member Bob Epple (D-Norwalk). In recent years Dr. Pacheco has jointly chaired legislative summit meetings between the California Latino Legislative Caucus Chair & members and members of the California Latino Educational community at the State Capitol.

Ralph served as the Government Relations / State Education Advocate in Sacramento for the California League of United Latin American Citizens (CA LULAC), working to advocate for legislation that advanced the educational opportunities of Latino and all ethnically diverse students in California. Ralph worked closely with the U.S. Department of Education Office of Civil Rights (OCR) in protecting the rights of students of all backgrounds protected under Title VI (EEO/Lau vs. Nichols, 1974, U.S. Supreme Court).

Ralph served on the Board of the California Educational Issues Network (EIN) on Higher Education, representing all of the Higher Education Latino Organizations & Association on Government Relations / Public Policy / Legislative Issues. He worked closely with Assemblymember John Vasconcellos, Chairman of the Joint Legislative Committee for the Review of the Higher Education Master Plan and AB 1725 the ombudsman bill establishing "Shared Governance" in the California Community College system.

Dr. Pacheco was retained to represent the Los Angeles Unified School District (LAUSD) Council of Mexican American Administrators (CMAA) (600 Member Association) as their Executive Director, working to develop leadership training and professional development programs and educational conferences and to laision with professional Education Associations in California (I.e., ACSA, CALSA, CLSBA, CABE), and to represent the Association in Human Resources/Personnel matters.

Dr. Pacheco was contracted to represent the California Association of Latino Superintendents & Administrators (CALSA) as Director of Executive / Superintendent Searches in California. Dr. Pacheco has also been a presenter at the CALSA Leadership Summer Institute "So You Want to be a Superintendent" for 7 years assisting in the preparation of an entire new cadre of Latino Superintendents and Senior School Management personnel. Dr. Pacheco's firm has received "Special Recognition" honors from CALSA for their work with them on Leadership development.

Dr. Pacheco was hired as the Senior Advisor / Government & Community Relations Consultant to the Rio Hondo Community College District Bond Committee / Election. The $238 Million Bond successfully passed and is in its final stages of project implementation.

Dr. Pacheco has served on the Board of Directors and is a founding member of the California Latino School Boards Association (CLSBA). He has served on the California School Boards Association (CSBA) Federal Issues Council (Washington, D.C.) and State Legislative Committee (Sacramento, CA) representing the 5,500 School Board Trustees in California. Dr. Pacheco was also CSBA's Government Relations Chair to Senate Majority Leader Richard Polanco (D-Los Angeles), Assemblymember Tony Mendoza (D-Norwalk), and Assembly Majority Leader Charles Calderon (D-Montebello).

Dr. Pacheco has held active membership and served in the leadership of National & Statewide Organizations who are involved in Public Policy Advocacy, Government Relations and Legislative Advocacy at the State & National Level: The California Community College Trustees Association (CCCT), California School Boards Association (CSBA), Hispanic Caucus of CSBA, California Latino School Boards Association (CLSBA), California League of United Latin American Citizens (CA LULAC), Los Angeles County School Trustees Association (LACSTA), California Contract Cities Association (CCCA), National School Boards Association / Latino Caucus (NSBA), Whittier Area School Trustees Association (WASTA President), National Association of Latino Elected & Appointed Officials (NALEO), California Educational Issues Network (EIN), Latino Academy / Southwest Voter & Registration Education Project (SVREP), California Democratic Party (CDP - State Central Committee).
