LACOE SUPERINTENDENT DR. ARTURO DELGADO RECEPTION HELD AUGUST 25th, 2011



Alhambra, CA


Aug. 25, 2011 -- Dr. Arturo Delgado, formally serving for 14 years as the Superintendent of the San Bernardino City School District, was the honored guest at a Los Angeles County School Trustees Association (LACSTA) Reception to "Welcome" the newly appointed County Superintendent of the Los Angeles County Office of Education (LACOE).


LACOE represents the 80 local school districts within Los Angeles County. They also provide educational services to over 25,000 school age children in a variety of educational county-wide programs.


Dr. Delgado officially took the reigns as the new CEO of LACOE on July 1st, 2011.


The Welcoming Reception was attended by School Trustees and School Administrators from around Los Angeles County. (Pictured) Dr. Yolanda Aguerrebere, Lead Consultant / Education Division of the Leadership Capacity LC Foundation, Inc. with LACOE Superintendent Dr. Arturo Delgado.


Dr. Arturo Delgado, a former President of the California Association of Latino Superintendents & Administrators (CALSA) is greeted by Dr. Yolanda Aguerrebere, a fellow distinguished member of CALSA.


Dr. Yolanda Aguerrebere was also joined at the Welcoming Reception by fellow Education colleagues from the LC Foundation, co-founders Dr. Ralph & Deborah Pacheco.

Whittier Area School Board Races 2011 Campaign Season has been Determined

Norwalk, CA

Filing has ended for all School Board, Water Board, and College Board Seat Races in Los Angeles County. Friday, August 12th at 5:00 P.M. was the deadline in districts where the Incumbent Board members filed, and in Districts where one or more incumbents did not file -- The filing period was extended 5 days to Wednesday, August 18th, 2011 at 5:00 P.M.

LC Foundation Founder & CEO, Dr. Ralph Pacheco has successfully won a "6th" four year term running "unopposed" for the Governing Board of the Whittier Union High School District. He first won a seat on the Whittier Union HSD Board in 1991.

Dr. Pacheco presently serves as the President of the Whittier Area School Trustees Association (WASTA) representing "9" schools districts; El Rancho USD, East Whittier SD, Little Lake City SD, Los Nietos SD, South Whittier SD, Lowell Joint SD, Whittier City SD, Whittier Union HSD, and the Rio Hondo CCD.

An analysis of the (WASTA) Board races in the Greater Whittier area are as follows:

East Whittier SD:
The two incumbents Carlos Aparicio and Dimitri Elbling have run "unopposed."

Los Nietos SD:
Incumbents Nick Aquino & Ray Chacon have run "unopposed."

South Whittier SD:
Incumbents Jan Baird and Sharon Stys have run "unopposed."

Whittier Union HSD:
Incumbents Ralph Pacheco and Tim Schneider along with Russell Castaneda Calleros (Appointed Incumbent Unexpired Term) have all run "unopposed"

El Rancho USD:
Incumbent Vincent Chavez has retired from the Board, Incumbent Delia Alvidrez is running for reelection she is joined by Maggie Cardenas and two other candidates vying for the 2 seats open.

Little Lake City SD:
Incumbent Ronald Gonzales-Lawrence has retired from the Board, and is seeking election to the Rio Hondo College Board, Trustee Area #4. (This college Board seat was held by Dr. Ralph Pacheco from 1987 - 1991). The other two incumbents Richard Martinez and Lynn Berg are both seeking reelection, there are a total of five candidates vying for 3 open seats.

Rio Hondo CCD Trustee Area #2:
20 year Incumbent Maria Elena Martinez has retired from the Board and is not seeking reelection to the College Board, Trustee Martinez has filed for the Pico Rivera City Council. There are a total of 4 candidates vying for this open seat. Most notable of the 4 candidates are Vicki Santana who is a legislative deputy for L.A. County Supervisor Gloria Molina, and Louis Reyes, Field Representative for state Senator Ron Calderon.

Rio Hondo CCD Trustee Area #4:
Incumbent Gary Mendez has filed for reelection, there are a total of 4 candidates in this race, the most notable challenger to the Incumbent is Little Lake School Trustee Ronald Gonzales-Lawrence.

Whittier City SD:
Both Incumbents Jennifer De Baca and Mac McFarland have retired from this Board and are not seeking reelection. Leaving the 2 seats open. There are 3 candidates in this race, each candidate plans to run an effective campaign for a seat on this Board. The 3 candidates are: Kenia Davalos, Cecilia Perez, and Irella Perez. Most notably, Kenia Davalos has been campaigning for several months and has an edge over her opponents in fundraising and endorsements for this race.

Lowell Joint SD:
No analysis.

Orchard Dale Water District:
Incumbent Joe Kennedy is not running for reelection leaving an open seat. Incumbent Yvette Stevenson-Rodriguez is seeking another term on the Board, she is joined by two other candidates vying for one of the 2 open seats.

Dr. Pacheco to Present at the CA Latino School Boards Association Conference October 7th, 2011



San Diego/Del Mar, CA


Dr. Ralph Pacheco, Education Consultant, Governing Board Member Whittier Union High School District, Founder of the Leadership Capacity LC Foundation, Inc. has been selected to present in a dynamic Educational break-out session at the 2011 California Latino School Boards Association Unity Conference being held at the Hilton San Diego/Del Mar Hotel.

The conference begins with an opening reception on the evening of Thursday, October 6th. The conference officially open on Friday Morning, October 7th, 2011.

Dr. Pacheco will be co-presenting with his distinguished Superintendent Sandra (Sanchez) Thorstenson of the Whittier Union High School District. The District has experienced consistent phenomenal growth in their student achievement despite demographics that would point to the contrary. "Our students are outscoring what the experts say they should be able to do!" Says, Dr. Pacheco, 20 year Governing Board Member Whittier Union HSD. "Our mantra is to achieve and maintain excellence, and we work very hard each day to fulfill this objective."

"Demographics do not determine Destiny! ..." Says, Sandy Thorstenson, Superintendent of the Whittier Union HSD, "We overcome these artificial barriers every day. We promote 'Rigor, Relevance, and Relationship' each day in our classrooms across the High School District."

Dr. Pacheco looks forward to participating in this Year's Unity Conference at CA Latino School Boards Association (CLSBA). "As a charter member of CLSBA I am very proud of the work my colleagues have provided to the CLSBA Membership. These Unity Conferences have become a mainstay over the last 15 years or so. They get better every year!" Dr. Pacheco states.

Dr. Pacheco has been a popular speaker/presenter at a number of Education Conferences over the past 20 years. Dr. Pacheco runs "Unopposed" for Whittier Union High School District Governing Board

Whittier, CA

The LC Foundation, Inc. Board President, Dr. Angel Gallardo is pleased to announce that their Founder & CEO, Dr. Ralph Pacheco has been reelected to the Governing Board of the Whittier Union High School District.

Effective at 5:00 P.M. on August 12, 2011 filing closed for prospective candidates to run for the High School Board. None other than the three incumbents; Russell Castaneda Calleros (Unexpired term), Tim Schneider and Ralph Pacheco had filed as of this closing date at the Los Angeles County Registrar-Recorders Office.

"I am honored and excited to continue my representation of the citizens of the Whittier Union High School District." Said, Dr. Pacheco, "We have a great governance team made up of 4 distinguished gentleman, myself, and our highly effective superintendent Sandra Thorstenson."

Dr. Pacheco continues by saying, "Our test scores and quality indicators point to the continued academic success of our students and it is a demonstration of all the hard work of our teachers, administrators, classified staff, and parents/volunteers who work together each day to deliver on the promise of a quality education for the children of our community."

There otherwise would have been an Election held on Tuesday, November 8th, 2011. This matches a similar scenario from 2009 when Leighton Anderson, Jeff Baird, and Alex Morales all ran "unopposed" that year.

As a result of the School district not having an Election this year, the cost-savings to Whittier Union is approximately $340,000.00.

Dr. Pacheco and his two colleagues Tim Schneider and Russell Castaneda Calleros shall be sworn into their new terms in late November / early December, 2011.

The LC Foundation Board Members congratulates Dr. Ralph Pacheco on his Election for an additional term of office on the Governing Board of the Whittier Union High School District.

LC Foundation Hosts 8th Annual Patriot's Event

Whittier, CA


The LC Foundation is pleased to announce the 8th Annual Patriot's Award Breakfast & Charity Banquet on Saturday, September 10th, 2011. This is a 9/11 Memorial Observance Event. The Breakfast is being held at the Whittier Rio Hondo American Red Cross "Grand Ballroom" on the corner of Friends Ave. & Bailey, in Uptown Whittier.

Our event sponsors include our longtime friend and supporter, L.A. County Supervisor Don Knabe (4th District). Don will be out of the area Patriot's weekend but will be with us in spirit!

Honorary Chairperson for this Year's event is our good friend who has been a part of this event each of the 8 years, Hon. Cathy Warner, Mayor of Whittier. She is joined by her two colleagues as Co-chairs, Whittier Councilmembers Greg Nordbak and Joe Vinatieri.

This year's Honoree's of the Patriot's Award are; Patriot of the Year Jose Ramos, Patriot Awardees Layla Avila, Bobbie Dear, P. Michael Freeman, Elizabeth Mendia, Tim Traeger.

We have reduced the cost of the breakfast this year to make it more affordable to folks. Last year tickets were $20.00 per person. We have reduced the price of tickets to only $15.00 per ticket.

LC Foundation hosts the 19th Annual Campaign Institute

Whittier, CA

The LC Foundation hosted the 19th Annual Campaign Institute started by Dr. Ralph & Deborah Pacheco in 1992.

Over 80 Candidates (and their campaign advisors) who have filed or intend to file for School District and College District Board seats in Los Angeles County were invited to participate in this training conference.

Both Incumbents and challengers from around LA County Attended the One-Day Training event. Candidates and prospective candidates from the following districts attended (2) for Rio Hondo College Community College District, (3) Azusa USD, (2) El Rancho USD, (3) Whittier City SD, El Monte Union HSD, (2) Bassett USD, (1) Whittier Union HSD, (1) Los Nietos SD, (1) Norwalk-La Mirada USD. (1) Culver City USD. Each of the candidates also were encouraged to bring their campaign advisor/manager with them for the training.

Dr. Pacheco is serving in his 24th consecutive year as an Elected Official having served on two boards; Rio Hondo Community College District Board of Trustees (1987-1991) and as a Governing Board Member of the Whittier Union High School District (1991-Present). Dr. Pacheco has over 30 years of experience in running campaigns at the local level, county, state, and national level.

Deborah Pacheco has been involved in doing campaign races since 1981, when she first ran for office. She and Ralph have been collaborating on campaign races together since 1982. Deborah served two terms as an Elected member of the South Whitier School District Governing Board from 2001 through 2009. She retired from the Board and did not seek reelection in 2009 after serving 8 years.

Dr. Anthony Rendon, Candidate for the CA state Assembly was the Luncheon Speaker.

The Campaign Institute was held at the LC Foundation Leadership Training Center at their location in uptown Whittier, 13225 Philadelphia St., Whittier, Ca 90601. The Foundation's 1,200 sq. ft. Training center seats 100 persons and is equip with the latest media equipment for power point presentations and video production. The Center features surround sound with dual projectors and 2 - 60" screens for viewing.
